dc.description.abstractДосліджено особливості реформи децентралізації в країні, що проходить в кілька етапів та має певні особливості, перспективи та труднощі. Теоретичний аналіз процесу децентралізації на прикладі регіону дозволив дійти висновку, що він є досить складним та пролонгованим у часі, який залежить від багатьох факторів. В роботі наголошується, що реалізація цієї ідеї в Україні повинна бути виваженою і враховувати особливості розвитку суспільних та державних інститутів, що сформувались у нашій країні. В роботі наголошується на тому, що з впровадженням реформи фінансової децентралізації збільшення наповненості місцевих бюджетів стало можливими завдяки розширенню повноважень і підвищенню зацікавленості органів місцевого самоврядування у збільшенні надходжень до місцевих бюджетів, реалізації заходів щодо залучення додаткових резервів їх наповнення та підвищення ефективності адміністрування податків і зборів. Посилення впливу органів місцевого самоврядування на соціально-економічні процеси в регіоні можливе лише за умови достатнього обсягу фінансових ресурсів, які знаходяться в їх розпорядженні. Зроблено висновок, що у місцевої влади є можливість за рахунок боротьби з нелегальним виробництвом, а також контрабандою підакцизних товарів здійснювати наповнення власних бюджетів. Однак, збільшення податкових надходжень до місцевих бюджеті наразі не дають їм змоги бути фінансового самодостатніми. Тобто органи місцевої влади мають у своєму розпорядженні додатковий фінансовий ресурс який має спрямовувати на розвиток територій. В цілому слід відзначити, що значна залежність місцевих бюджетів від зовнішніх трансфертів негативно впливає на своєчасність та якість соціальних та інших послуг, фінансування яких здійснюється за рахунок бюджетних коштів, а також гальмує планування та реалізацію інфраструктурних та інших проєктів розвитку.
dc.description.abstract1Peculiarities of the decentralization reform in the country, which takes place in several stages and has certain features, prospects and difficulties, are studied. The theoretical analysis of the decentralization process on the example of the region allowed us to come to the conclusion that it is quite complex and prolonged in time, which depends on many factors. The work emphasizes that the implementation of this idea in Ukraine should be balanced and take into account the peculiarities of the development of social and state institutions that have formed in our country. The paper emphasizes that with the implementation of the reform of financial decentralization, the increase in the filling of local budgets became possible thanks to the expansion of powers and the increased interest of local self-government bodies in increasing revenues to local budgets, implementing measures to attract additional reserves to fill them, and improving the efficiency of tax and fee administration. Strengthening the influence of local self-government bodies on socio-economic processes in the region is possible only if there is a sufficient amount of financial resources at their disposal. It was concluded that local authorities have the opportunity to fill their own budgets by fighting against illegal production, as well as smuggling of excise goods. However, the increase in tax revenues to local budgets currently does not allow them to be financially self-sufficient. That is, local authorities have at their disposal an additional financial resource that should be directed to the development of territories. In general, it should be noted that the significant dependence of local budgets on external transfers negatively affects the timeliness and quality of social and other services, which are financed from budget funds, and also inhibits the planning and implementation of infrastructure and other development projects.
